Licensing roles in Test Cloud, including License Viewer and License Administrator, for delegating license management without requiring the Org Admin role.
Test Cloud includes two licensing roles - License Viewer and License Administrator - that let organizations delegate license management without requiring the Org Admin role.
These roles are useful in organizations where a dedicated team manages licensing independently from other administrative functions. Without these roles, routine licensing tasks must go through Org Admins regardless of whether those admins are operationally focused on licensing. Tasks that can be delegated include:
- Quota configuration
- Group allocations
- Runtime license adjustments
- Consumables tenant allocations
The License Administrator role is scoped to the full organization, while the License Viewer role can be scoped to the organization or to a specific tenant.
Role definitions
The License Viewer role provides read-only access to all licensing pages. A user with this role can view license allocations, tenant quotas, consumable usage, and trial status, but cannot make any changes that affect system state.
The License Administrator role provides full create, read, update, and delete (CRUD) access to all licensing actions. This role includes every capability of the License Viewer, plus the ability to:
- Allocate licenses
- Modify quotas
- Manage service consumption enforcement
- Request trials
The License Administrator has the same licensing capabilities as an Org Admin.

Assignment scope
The two roles differ in where they can be assigned:
- The License Administrator role is assignable at the organization level only. A user with this role has access to licensing pages across the entire organization, including all tenants and the organization-wide license pool.
- The License Viewer role is assignable at the organization level or at the tenant level. When assigned at the tenant level, the user can view licensing data for that specific tenant only and cannot view or modify other tenants.
This scoping model supports centralized administration at the org level while giving tenant-specific visibility to team leads or business stakeholders who need read-only insight into a single tenant.
Role assignment
Only Org Admins can assign the License Viewer and License Administrator roles. Assignment is performed through the Manage Access section of the Admin Console, either at the organization level or, for License Viewer, at the level of a specific tenant.
A License Viewer user can hold the role at the tenant level only, at the org level only, or at multiple tenants independently.
UI behavior by role
Users with the License Administrator role see the full Licensing interface with all action controls enabled - the same view as an Org Admin on the licensing pages.
Users with the License Viewer role see the same pages, but all action buttons - such as allocating licenses, editing quotas, and configuring consumption enforcement - are disabled.
When a user has no licensing permissions at all, the Licensing pages are not accessible.
