Make sure that you allocate at least one Testing Runtime license at the tenant level.

To access Test Manager, users need to be invited
and be assigned a role by their Administrator. For
more information on access management and user
roles, refer to the Managing user and groups
section of the documentation. Users can be invited
with or without a Tester-Named User
license.
- Users invited to an organization without a Tester - Named User license can explore Test Manager projects where they hold the Viewer role.
- Users invited to an organization with a Tester - Named User license can perform actions and operations in Test Manager as per their role.
