The Robot Service retries the creation of the user session for the following scenarios:

Legal notices are reactivated due to group policy synchronization during session creation.

Premature RDP disconnections, such as:

Failure to load the user profile.

A previous session is still marked as active, causing the system to block new user sessions due to Windows license limit.
