With Studio Web becoming generally available, you can now deploy governance policies for Studio Web in a tenant without depending on a specific license type.
Deployment at Group and User level remains the same.
Note:
If you previously had Studio Web governance policies deployed at a tenant level, they must be re-deployed in the NoLicense tenant context.
